Charlottesville, Va. (wrva.com) - Governor Ralph Northam (D) has declared a state of emergency ahead of this weekend's anniversary of the Unite the Right rally in Charlottesville.  The declaration allows for resources to be moved, and the National Guard called up, in case of any violence.

State Police have detailed some of their plans for the anniversary, saying over 700 troopers will be in Charlottesville.  When added to the number of Charlottesville and Albemarle officers, the total number of law enforcement will number over 1,000.  However, Charlottesville Police Chief RaShall Brackney stresses not all will be on the street, and that the city will not appear to be a militarized zone.

Access to the city's Downtown Mall will be very limited.  There will only be two access points.  Police are also banning a large number of items; however, guns will be permitted as they are constitutionally protected.
